O cerco de São Bento em Novembro de 1975: da radicalização do processo revolucionário ao princípio do fim da Revolução

Abstract

Em Novembro de 1975, milhares de trabalhadores da construção civil manifestaram-se em Lisboa, em São Bento, bloqueando os acessos à Assembleia Constituinte e à residência oficial do primeiroministro e impedindo a saída de deputados, do primeiro-ministro e membros do Governo português de então. Este evento, que se tornou conhecido como “cerco à Assembleia Constituinte”, marcou decisivamente a fase final da Revolução Portuguesa, pautada por uma acentuada radicalização política e social. A presente dissertação analisa o impacto dessa mobilização na crise do Estado que caracterizou a Revolução de 1974-1975 e nas tensões entre as diferentes correntes político-militares que se digladiavam. Utilizando uma abordagem metodológica abrangente, o estudo recorre a fontes bibliográficas, documentais, jornalísticas e testemunhos orais, incluindo entrevistas com protagonistas do evento — designadamente, deputados constituintes e trabalhadores da construção civil. Sugere-se que o “cerco” de São Bento foi um catalisador dos acontecimentos que culminaram na operação militar de 25 de Novembro de 1975, decisiva para a normalização da situação política e social e para o controlo dos movimentos sociais. Espera-se que este trabalho contribua para a historiografia da Revolução Portuguesa ao abordar uma mobilização operária frequentemente relegada a um papel secundário na narrativa sobre o PREC (Processo Revolucionário em Curso). Através da análise crítica de discursos jornalísticos, fontes institucionais e memórias de quem protagonizou os acontecimentos, evidencia-se a complexidade das dinâmicas sociais e políticas daquele período, bem como a disputa de interpretações sobre o legado da Revolução na construção da democracia portuguesa.

In November 1975, thousands of construction workers demonstrated in São Bento, Lisbon, effectively locking down Portugal’s Constituent Assembly and the Government. The event, which became known as the “siege of the Constituent Assembly”, decisively marked the final phase of the Portuguese Revolution (1974-1975), defined by intensifying political and social radicalisation. This dissertation examines the impact of this mobilisation on the state crisis of the State that defined the 1974-1975 Revolution, as well as the tensions among the competing political and military factions. Using a comprehensive methodological approach, the study draws on bibliographic, journalistic, archival sources, and oral testimonies, including interviews with protagonists of the event— constituent deputies and construction workers. It aims to demonstrate how the “São Bento siege" was a catalyst for the events that culminated in the military operation of November 25, 1975, which was decisive for the normalisation of the political and social situation and for the control of social movements. This work seeks to contribute to contribute to the historiography of the Portuguese Revolution by addressing a workers' mobilisation often relegated to a secondary role in the narrative about the PREC (Período Revolucionário Em Curso/Ongoing Revolutionary Process). By critically analysing journalistic discourses, institutional sources, and the firsthand accounts of the events' protagonists, this study highlights the complex social and political dynamics of the period and the contested interpretations of the Revolution's legacy in shaping Portuguese democracy.
