I Plano Municipal para a Integração dos Imigrantes de Lisboa

Abstract

A base teórica do trabalho que se segue pretende, por um lado, oferecer um enquadramento a nível europeu, considerando o Outro enquanto construção sob um paradigma ocidental hegemónico. Por outro lado, visa refletir sobre a aplicação dos principais modelos de integração de imigrantes e como desenvolver uma ‘cidadania imigrante’ ativa. Surgem também questões relacionadas sobre qual o modelo que tem vindo a ser aplicado em Portugal e de que forma é que o último se distingue no contexto europeu face às implicações institucionais supranacionais. A metodologia aplicada tem assim um cariz essencialmente descritivo e exploratório, com o intuito de observar mais criticamente o trabalho desenvolvido durante o estágio curricular. O I Plano Municipal de Integração de Imigrantes de Lisboa é o projeto em que participei durante os meses de estágio. O projeto é em si objeto de análise no relatório. O plano municipal é um projeto desenvolvido cooperativamente por diferentes atores mas que, de um ponto de vista mais crítico, se vê limitado por imposições institucionais, colocando em confronto três níveis políticos: a União Europeia, a Câmara Municipal de Lisboa e a rede associativa. A União Europeia financia o projeto através do Fundo Europeu para a Integração de Nacionais de Países Terceiros (FEINPT) cuja entidade responsável pela delegação, em Portugal, é o Alto Comissariado para as Migrações (ACM); a Câmara Municipal de Lisboa coordena o projeto desenvolvendo-o em cooperação com associações e organizações ligadas à temática, sobretudo através do Conselho Municipal para a Interculturalidade e Cidadania (CMIC); e a rede associativa constitui o terceiro nível político, através do qual participam os ‘nacionais de países terceiros’, a quem o fundo como propósito se destina.

The theoretical basis of the following work intends to offer an european context considering the construction of the Other under a hegemonic western view. From another perspective it intends to reflect about the main integration models and how to develop an active ‘immigrant citizenship’. There are also related questions about the portuguese integration model and how the last distinguishes itself in the european context against the supranational institutional entailments. The methodology is essentially descriptive and exploratory aiming to observe more critically the work that was developped during the internship. The city council plan for the integration of immigrants in Lisbon is the project in which I have participated during seven months of internship. The project is itself the report’s object of analysis. The city council integration plan is a project developped in cooperation between different actors. From a sceptical view, it is restricted by institutional entailments, placing in confront three political levels: the European Union, the City Council of Lisbon and the associative network. The European Union made available a financial aid through the European Fund for the Integration of Third Countries Nationals; the City Council coordinates the project mainly through its consultative body for interculturality and citizenship; the associative network is the third political level, in which third countries nationals participate for whom the Fund exists.
