A guerra russo-ucraniana – o fim ou a regeneração da ordem internacional liberal?

Abstract

A guerra aberta entre a Ucrânia e a Federação da Rússia representa um ponto de viragem nas relações internacionais do século XXI, por corresponder ao regresso da guerra entre Estados soberanos ao solo europeu, e coloca em causa toda uma série de pressupostos acerca da natureza da política internacional contemporânea. Tal torna relevante uma análise teórica da guerra russo-ucraniana. Assim, a presente dissertação (um estudo de caso único, de metodologia qualitativa) visa analisar o conflito à luz das teorias das Relações Internacionais, com destaque para as teorias da escola liberal (liberalismo e neoliberalismo), de modo a testar a aplicabilidade das mesmas à situação na Ucrânia — em complemento com uma análise histórica das relações entre a Rússia e a Ucrânia.

The outbreak of war between Ukraine and the Russian Federation represents a turning point in the history of 21st-century international relations. It amounts to the return of war between sovereign states to European soil, and it calls into question a series of widely held assumptions on the nature of contemporary international politics. Hence the relevance of performing a theoretical analysis of the Russo-Ukrainian War. Thus, this dissertation (a single-case study using qualitative methodology) aims to analyze this conflict in the light of International Relations theory, namely the theories belonging to the liberal school (liberalism and neoliberalism) — and complemented by a historical summary of relations between Russia and Ukraine — in order to test these very theories' ability to explain the conflict.
