Setúbal entre a República do pós-guerra e a Ditadura Militar

Abstract

A presente tese de doutoramento é circunscrita no tempo e no espaço, tendo como objeto de estudo a cidade de Setúbal entre o primeiro pós-guerra e as vésperas do Estado Novo. No decurso da investigação procurou-se replicar o paradigma e o modelo analítico e interpretativo da história local britânica, que visa uma compreensão mais profunda, ‘totalizante’ e globalizante do passado de determinado território por via da conjugação da sua vida política, económica e social. O texto preambula com uma análise detalhada do estado da arte e com uma breve reflexão teórico-metodológica em torno deste ramo historiográfico, tendo em vista contribuir para a sua discussão e perceber o seu posicionamento na historiografia internacional e na portuguesa. Prossegue através de uma contextualização do meio urbano setubalense, na transição de Oitocentos para o século XX, para um melhor entendimento da realidade local antes do armistício de 1918. Dividido em duas grandes partes (“Setúbal e a segunda vida da Primeira República” e “Setúbal sob o jugo da Ditadura Militar”), este trabalho resultou num estudo pormenorizado da evolução política municipal, dos avanços e recuos dos principais setores de atividade económica (e.g. indústria conserveira, pesca, cimentos ou vitivinícola) e de que forma a comunidade resistiu à repressão de todo o período da ditadura ou como se manifestou, no espaço público, por melhores condições laborais. A crise da principal matéria-prima da indústria de conservas de peixe, a sardinha, com início no primeiro semestre de 1924, dividiu a história sadina entre 1919 e 1933, em dois blocos temporais. O encerramento de unidades fabris e as falências das firmas de pesca deram início a uma longa vaga recessiva na economia regional, com fortes repercussões no quotidiano da comunidade. Houve um antes e um depois da escassez sardinheira, atingindo tudo e todos no microcosmo da ‘Barcelona Portuguesa’.

This PhD thesis is circumscribed in time and space, having as object of study the city of Setúbal between the first post-war period and the eve of Estado Novo. During the investigation, an attempt was made to replicate the paradigm and the analytical and interpretative model of British local history, which aims at a deeper, 'totalizing' and globalizing understanding of the past of a given territory through the combination of its political, economic and social life. The text preambulates with a detailed analysis of the state of the art and with a brief theoretical-methodological reflection on this historiographical branch, aiming for contributing to its discussion and for understanding its position in international and Portuguese historiography. It continues through a contextualization of the urban environment of Setúbal, in the transition from the 19th century to the 20th century, for a better understanding of the local reality before the armistice of 1918. Divided into two major parts (“Setúbal and the second life of the First Republic” and “Setúbal under the yoke of the Military Dictatorship”), this work resulted in a detailed study of the municipal political evolution, the advances and setbacks of the main sectors of economic activity (e.g. canning, fishing, cement or wine industry) and how the community resisted to the repression of the entire period of the dictatorship or how it manifested itself in the public space for better working conditions. The crisis of the main raw material of canned fish industry, sardines, which began in the first half of 1924, divided the history of Setúbal, between 1919 and 1933, into two temporal blocks. The closure of factories and the bankruptcy of fishing companies started a long wave of recession in the regional economy, with strong repercussions in the daily life of the community. There was a before and after of the sardinheira scarcity, affecting everything and everyone in the microcosm of 'Portuguese Barcelona'.
