Abstract

This dissertation aims to make a comparison between the constitutional framework of public security of the Portuguese legal system, with the public security sector (and its organic structure) of the Macau Special Administrative Region, more specifically, it aims to reflect on a comparative legal analysis between the legal regimes of private security of both legal systems. Taking into account this comparative contrast, this work has the primary objective of suggesting possible innovation measures for the private security legal regime of the Macao SAR.

Esta dissertação objetiva fazer uma comparação entre o enquadramento constitucional da segurança pública do ordenamento jurídico Português, com o setor da segurança pública (e a sua estrutura orgânica) da Região Administrativa Especial de Macau, mais especificamente visa refletir sobre uma análise jurídico comparativa entre os regimes jurídicos de segurança privada de ambos os sistemas jurídicos. Tendo em conta este contraste comparativo, este trabalho tem o objetivo primordial de sugerir possíveis medidas de inovação ao regime jurídico de segurança privada da RAEM.
