A GNR no comando de operações de socorro

Abstract

The Civil Protection activity is part of what is one of the fundamental tasks of the State: Security. The responsibility for the development of this activity lies largely with the National Authority for Emergency and Civil Protection (ANEPC), which has been constituted over the last few years, as the pillar of the entire structure of protection and assistance in Portugal, responsible for its implementation and operation. In this context, the Integrated Protection and Rescue Operations System (SIOPS) is of great importance, operated through a structure that sought to identify, integrate and coordinate the performance of the various actors in civil protection actions. In this system, its most operational aspect is highlighted, in which the Operations Management System (SGO) and the Commander of Relief Operations (COS), which is a technically qualified element with the authority to assign missions, articulate the forces assigned to it, direct and regulate logistical aspects of immediate interest to the operations, as well as manage the operational information. Given the diversity of scenarios that can be classified as occurrences in the scope of civil protection, it is important to adapt the exercise of the COS function, with the technical qualification for the management of operations in the theater of operations (TO) and not just, as it tends to be verified, for the management of tasks inherent to the provision of direct help to victims, which is considered excessively reductive. In this regard, it is important to highlight the role of the GNR, as a Civil Protection Agent (APC), for which, helping and assisting the population has been a mission historically assigned, which is why, in several scenarios, it is the APC better qualified to assume the command of relief operations.

A atividade de Proteção Civil constitui uma das tarefas fundamentais do Estado: a Segurança. A responsabilidade pelo desenvolvimento dessa atividade, recai em grande parte, sobre a Autoridade Nacional de Emergência e Proteção Civil (ANEPC), que tem vindo a constituir-se ao longo dos últimos anos, como o pilar de toda a estrutura de proteção e socorro em Portugal, responsável pela sua implementação e operação. Neste contexto, reveste-se de grande importância, o Sistema Integrado de Operações de Proteção e Socorro (SIOPS), operacionalizado por intermédio de um dispositivo que procurou identificar, integrar e coordenar a atuação dos vários intervenientes em ações de proteção civil. Neste sistema, destaca-se a sua vertente mais operacional, na qual assume particular relevância o Sistema de Gestão de Operações (SGO) e a figura do Comandante das Operações de Socorro (COS), sendo este último, um elemento tecnicamente qualificado e dotado de autoridade para atribuir missões operacionais, articular as forças que lhe forem atribuídas, dirigir e regular aspetos logísticos de interesse imediato para as operações, bem como gerir a informação operacional. Perante a diversidade de cenários passíveis de serem enquadrados como ocorrências no âmbito da proteção civil, importa adequar o exercício da função de COS, com a qualificação técnica para a gestão de operações no teatro de operações (TO), no seu todo, e não apenas, como tendencialmente se verifica, para a gestão das tarefas inerentes à prestação de socorro direto às vítimas, o que se considera excessivamente redutor. Neste particular, importa relevar o papel da GNR, enquanto Agente de Proteção Civil (APC), para a qual, o auxílio e socorro às populações tem sido uma missão historicamente atribuída, pelo que é, em diversos cenários, o APC melhor qualificado para assumir o comando das operações de socorro.
