O mito do Estado mínimo

Abstract

This dissertation is dedicated to the analysis of the interconnection between neoliberalism, cultural homogenization and extreme nationalism. Although minimum state preaches the doctrine of contrariety between globalization and nationalism, the emergence of protectionist policies, as well as extreme right-wing parties in Europe, has directly accompanied the growth of neoliberalism, which resonantly holds more and more influence in our present and the fate of our future. This analysis will be carried out in the light of Theodor Adorno's contributions, which are increasingly current in the society in which we live. Thus, in the first chapter, the analysis model will be elaborated, where the concepts of cultural industry and the ideal of a fascist leader will be defined, as a concept that articulates the economic and the cultural dimensions, fundamental for the elaboration of the analysis of this topic. Neoliberalism will be studied in chapter two, where the economic structure of the European Union will be revised, so that it is possible to reflect the way in which it was not only founded on neoliberal assumptions but it is also one of the organizations that protect the pursuit of the neoliberalism model in Europe and the world. In a second moment, the influence of these policies on the dismantling of the legal foundations of the social state will be analyzed, as studied by Alain Supiot. Chapter three will then aim to interpret cultural homogenization. It is through the understanding of globalization that it will be possible to conceptualize cultural globalization, in order to elaborate an analysis according to the assumptions already recommended by Adorno. In the fourth and final chapter, the evolution of Partij Voor De Vrijheid, the far-right party that has seen its growth in the Netherlands, a member state of the European Union, will be explored. Unlike readings that ignore the relationship between these three phenomena — neoliberalism, culture industry and nationalism —, I show how these three are intrinsically related facets.

Esta dissertação dedica-se à análise da interligação entre neoliberalismo, homogeneização cultural e extremo nacionalismo. Embora o neoliberalismo pregue a doutrina de Estado mínimo, a emergência de políticas protecionistas, bem como de partidos de extrema-direita na Europa, tem acompanhado diretamente o crescimento do neoliberalismo que, de forma ressonante, detém cada vez mais influência no nosso presente e no nosso destino. Essa análise será feita à luz dos contributos de Theodor Adorno, que se mostram cada vez mais atuais na sociedade em que vivemos. Deste modo, no primeiro capítulo, será elaborado o modelo de análise, em que serão definidos os conceitos de indústria cultural e de ideal de líder fascista, enquanto conceitos que articulam a dimensão económica e cultural, articulação fundamental para a elaboração da análise do presente tema. O neoliberalismo será alvo de estudo no capítulo dois, em que a estrutura económica da União Europeia será revisada, de modo a que seja possível espelhar a forma como esta não só foi fundada em pressupostos neoliberais como também continua a proteger a prossecução do modelo neoliberal na Europa e no mundo. Num segundo momento, será analisada, com base nos estudos de Alain Supiot, a influência destas políticas no desmantelamento dos fundamentos jurídicos do Estado social. O capítulo três terá então o objetivo de analisar a homogeneização cultural. É através do entendimento da globalização que será possível conceptualizar a globalização cultural, de modo a ser elaborada uma análise segundo os pressupostos já preconizados por Adorno. No quarto e último capítulo, será analisada a evolução do Partij Voor De Vrijheid, partido de extrema-direita, que tem visto o seu crescimento na Holanda, Estado-membro da União Europeia. Ao contrário de leituras que ignoram a relação entre esses três fenómenos — neoliberalismo, indústria cultural e nacionalismo —, mostro assim como estes são três facetas, intrinsecamente relacionadas, de um mesmo processo.
