As Forças Armadas Portuguesas enquanto agentes de proteção civil

Abstract

A Proteção Civil é uma temática recorrente na atualidade, muito devido às catástrofes naturais e aos acidentes graves que se têm verificado um pouco por todo o mundo e, especialmente em Portugal. Neste âmbito, os agentes de proteção civil, doravante APC, têm um papel fulcral para combater e mitigar estas ocorrências, e é aqui que as Forças Armadas Portuguesas, doravante FFAA, desempenham uma missão importante de apoio à Autoridade Nacional de Emergência e Proteção Civil, doravante ANEPC. As FFAA desempenham um papel relevante de colaboração nas missões de Proteção Civil e de interesse público, no entanto, e será este o foco desta investigação, poderão e até deverão ter uma atuação crescente e primordial neste tipo de missões. Esta atuação consubstancia-se no emprego de meios humanos no terreno e de meios materiais (terrestres, aéreos, de logística), como os meios de duplo uso - civil e militar - que as FFAA possuem e podem dar um contributo decisivo para fazer face a catástrofes e acidentes graves. O investimento que tem vindo a ser canalizado para estas áreas, tanto a nível nacional como a nível internacional, tem aumentado exponencialmente nos últimos anos e, muito se deve, aos incêndios florestais que deixaram um rasto de destruição e de morte em Portugal no ano de 2017. Os Ministérios da Administração Interna e da Defesa portugueses têm estado muito atentos e têm demonstrado alguma preocupação com estes fenómenos, pelo que têm alocado cada vez mais esforços nestas áreas, desde a prevenção à reação, informação e preparação da população para a altura em que um fenómeno destes ocorra à sua porta. É importante existir e incutir, cada vez mais, na população uma cultura de prevenção e de preparação para fazer face a catástrofes. Os APC têm de criar sinergias e combinar esforços para potencializar as capacidades existentes e é fulcral o aproveitamento das capacidades das FFAA que são uma mais valia para a ANEPC.

Civil Protection is a recurring theme today, largely due to natural disasters and serious accidents that have been occurring all over the world and especially in Portugal. The Portuguese Ministries of Home Affairs and Defense have been very attentive and have shown some concern about these phenomen, and they have been putting more and more efforts in these areas, from prevention to reaction, information and preparation of the population at a time. such phenomenon occurs at your doorstep. It is important to increasingly exist and instill in the population a culture of disaster preparedness and preparedness. PCAs need to create synergies and combine efforts to leverage existing capacities and harnessing the capabilities of the AFAs that are an asset to ANEPC is crucial.
