Identidade Europeia: demoicracia e sentimento de pertença

Abstract

Partindo da questão “como é que o sentimento de pertença e a demoicracia poderão contribuir para a construção de uma identidade europeia?”, procuro aqui substantificar uma investigação aprofundada sobre os fatores que poderão justificar o caminho percorrido até hoje e as prospeções futuras no âmbito da identidade europeia. Assim, com o Construtivismo Social como pano de fundo ontológico, realizo uma reflexão detalhada sobre o conceito de identidade e seus derivados destacando, em particular, a identidade social e a identidade coletiva. Analisando a história da UE e aplicando as noções gerais de identidade à realidade europeia, chego à conclusão de que não se poderá afirmar que exista, na atualidade, uma identidade europeia no seu sentido pleno. Para sustentar esta noção, optei por recorrer ao sentimento de pertença e à demoicracia como principais eixos problemáticos, refletindo criticamente sobre a evolução do sentimento de pertença na UE, a vertente social da Europeização e a aplicabilidade das premissas da demoicracia ao contexto europeu; caracterizando, correlacionando e sistematizando estes fatores. Neste seguimento, o meu principal argumento é de que, caso no futuro se deseje efetivamente construir uma identidade europeia no seu sentido mais pleno, será então fundamental que se respeite a natureza demoicrática da UE e que se crie condições para um aprofundamento do sentimento de pertença europeu. Para melhor suportar este argumento e a correspondente análise teórica e literária, recorri a dados estatísticos do Eurobarómetro e do “Perceive Project” referentes à variação das atitudes e perceções dos cidadãos europeus relativamente à sua pertença à UE.

With "how can the sense of belonging and demoicracy contribute to the construction of a European identity?" as the main research question, I hereby seek here to substantiate a thorough investigation on the factors that may justify the path taken so far and the future prospects in the field of European Identity. Thus, with Social Constructivism as an ontological background, I here conduct a detailed reflection on the concept of identity and its derivatives, highlighting, in particular, social identity and collective identity. By analyzing the history of the EU and applying the general notions of identity to the European reality, I’ve arrived to the conclusion that it cannot be said that a European identity, in its full sense, actually exists today. To support this notion, I’ve selected sense of belonging and demoicracy as the main problematic axes, critically reflecting on the evolution of the sense of belonging in the EU, the social feature of Europeanization and the applicability of the premises of demoicracy to the European context; characterizing, correlating and systematizing these factors. Hereafter, my main argument would be that, if, in the future, one wishes to effectively build a European Identity in its fullest sense, it will be absolutely vital to respect the demoicratic nature of the EU and to create the conditions for a deepening of the European sense of belonging. To better support this argument and the corresponding theoretical and literary analysis, I’ve used statistical data from Eurobarometer and the “Perceive Project” on the variation in the attitudes and perceptions of European citizens regarding their belonging to the EU.
