As ferramentas da política energética externa da Rússia para a União Europeia

Abstract

In a context of significant transformations in the global supply and demand structures, the global energy mix has become much more diversified, leading to structural changes in energy markets. Russia is one of the largest producers and exporters of energy in the world energy system. The role that energy plays is vital, since it is closely intertwined with the Russian economy. The largest export market for Russian natural gas is the European Union as well as the main supplier of gas in the EU is Russia. The energy interdependence between these two actors has evolved within a complex set of infrastructural and institutional specificities. The regulation of these relations is made through an energy policy that is fundamental to understand in light of political instability since the crisis in Ukraine in 2014 and the subsequent sanctions. This dissertation aims to analyze Russia's foreign energy policy tools for the European Union and to identify its role in the Russia-EU energy relation.

Num contexto de transformações significativas nas estruturas globais de oferta e da procura, o mix energético global tornou-se muito mais diversificado, levando a mudanças estruturais nos mercados de energia. A Rússia é um dos maiores produtores e exportadores de energia do sistema energético mundial. O papel que a energia desempenha é central, dado que é estreitamente interligada com a economia russa. O maior mercado exportador de gás natural russo é a UE, bem como o principal fornecedor de gás na UE é a Rússia. A interdependência energética entre estes dois atores tem evoluído dentro de um conjunto complexo de especificidades infraestruturais e institucionais. A regulação dessas relações é feita através de política energética que é fundamental entender face ao clima de instabilidade política desde a crise na Ucrânia em 2014 e as subsequentes sanções. Esta dissertação pretende analisar as ferramentas de política energética externa da Rússia para a UE e, desse modo, identificar o seu papel na relação energética Rússia-UE.
