As comunidades epistémicas e a sua influência nos processos de decisão política - a Estratégia Global da União Europeia

Abstract

As Comunidades Epistémicas são redes de profissionais onde o seu objetivo é influenciar os processos de decisão política através do seu conhecimento numa determinada área. No inicio do seu aparecimento pouca era a literatura que tratava esta área. Foi apenas com Haas que o termo Comunidades Epistémicas se tornou “público” e passou a ser estudado. Desde os seus métodos às suas limitações, as Comunidades Epistémicas começaram a ser faladas na literatura e a terem mais visibilidade para os decisores políticos. À medida que foram tendo mais visibilidade foram-se aperfeiçoando para que o seu objetivo fosse cumprido. Os Tratados Europeus e o alargamento dos Estados-Membros foram fundamentais para a extensão das Comunidades Epistémicas à área de high politics, pois primeiramente estas estavam visivelmente mais presentes em áreas cientificas. A Política Externa e de Segurança Comum (PESC) incentivou o alargamento das Comunidades Epistémicas à área de Segurança e Defesa da União Europeia (UE). Na área de Segurança e Defesa foi criada uma Estratégia de Segurança Europeia (ESS, em inglês) em 2003 por Javier Solana no cargo de Alto Representante da UE. Esta ESS permitiu à UE perceber quais as ameaças eminentes e quais as suas capacidades para as combater e prevenir. Desde 2008, com a revisão da Implementação da ESS e a necessidade de melhorar as capacidades da UE, que se iniciou um processo longo que culminou em uma nova estratégia para a segurança europeia – a Estratégia Global da União Europeia. Perante este contexto, a presente dissertação e investigação trabalha a influência das Comunidades Epistémicas nos processos de decisão política, nomeadamente na área de Segurança e Defesa. No final da presente dissertação pretende-se validar duas hipóteses. Argumentase que as Comunidades Epistémicas estão presentes na PESC, onde exercem a sua influência perante os processos de decisão. Contudo, esta influência teve maior sucesso após o alargamento da UE. A segunda hipótese argumenta que a influência das Comunidades Epistémicas é refletida no processo político e de decisão da Estratégia Global da UE.

Epistemic Communities are networks of professionals whom their purpose is to influence the decision-making processes through their knowledge in each area. At the beginning of its appearance little was the literature that treated this area. It was only with Haas that the term Epistemic Communities became "public" and began to be studied. From its methods to its limitations, the Epistemic Communities began to be spoken in the literature and to have more visibility for the political decision makers. As they gained more visibility, they became more perfect so that their goal was fulfilled. The European Treaties and the enlargement of the Member States were fundamental for the extension of the Epistemic Communities to the area of high politics, since they were noticeably more present in scientific areas. The Common Foreign and Security Policy (CFSP) has encouraged the enlargement of the Epistemic Communities to the area of Security and Defense of the European Union (EU). In Security and Defense, the European Security Strategy (ESS) was created in 2003 by Javier Solana as the High Representative of the EU. This ESS has enabled the EU to perceive the eminent threats and their capabilities to prevent and combat them. Since 2008, with the revision of the ESS Implementation and the need to get better capacity for the EU, a long process has been initiated which has culminated in a new strategy for European security - the EU's Global Strategy. In this context, this dissertation and research works on the influence of the Epistemic Communities in the political decision-making processes, namely in Security and Defense.
