El régimen político venezolano de Hugo Chávez Frías (1999-2013)

Abstract

Las elecciones de 1998 con la llegada al poder de Hugo Chávez Frías significarían para Venezuela la mudanza de paradigma. Que traería consigo alteraciones profundas en la forma de hacer política en Venezuela, así como también el resurgimiento del militarismo. Seria determinante para la concretización del proyecto chavista las propuestas de alteración constitucional y de referendo que reforzarían su legitimidad y garantirían su continuidad en el poder. Proceso este que no sería alcanzado sin la ayuda del actor que fuera incorporado en el juego, las Fuerzas Armadas. Las propuestas chavistas ofrecerían una respuesta a una parte del pueblo que se mantenía excluida de la participación política e inclusive a nivel social a través de las Misiones Bolivarianas. Pero en la realidad los que en un inicio querían excluir la elite supresora formada por el Pacto de Punto Fijo se transformarían ellos propios en la nueva elite. La importancia de este estudio nos lleva a entender mejor estos nuevos regímenes que surgen en el continente Latinoamericano con características múltiples y que no pueden ser simplemente encuadrados solo como casos de populismo, autoritarismos o democracias. Caracterizar el régimen chavista fue esencial para comprender que no existen bases sólidas que consoliden la democracia, lo que da una abertura para el surgimiento de nuevas propuestas como la presentada por Hugo Chávez.

The 1998 elections with Hugo Chavez Frias coming into power. This menat for Venezuela a very big change in every thing that was known. It would bring profund changes in the ways that politics was applied in Venezuela as well as the rebirth of militarismo. It was crucial for the fulfilment of the Chavista project, the proposals os the constitutional modifications and the referéndum that reinforces its legitimacy that wil guarantee its continuity in power. This process could only be achieved with the help of a very importante piece incorporated in the puzzle, the Armed Forces. The Chavistas proposal offeres na answer to a part of the population who, until then, was excluded from politics ans social status through the Missiones Bolivarianas. But in reality the ones who wanted to exclude the suppressors elite formed by the Punto Fijo pact, were the ones who became the new elite. The importance of this study leads us to a better undertand these new regimens that. Emerged in the Latinamerica continente with multiple features that can not be simply included or interpreted as exemple os popular authority or democracy. The caracterization of the Chavez regime was essencial to understand that democracy does not have any consolidated bases and this brought na opening for the arrival of the new proposals presented by Hugo Chávez Frías
