Dry Ports in Portugal: An Overview

Abstract

A pesquisa levada a cabo durante esta dissertação teve o foco the clarificar o conceito de Porto Seco, em termos de infrastruturas, funções, serviços, legislação e sustentabilidade. A falta de entendimento geral desta infraestrutura, tanto nacionalmente, na União Euro- peia como internacionalmente, é que incentivou o desenvolvimento deste trabalho. Os recentes avanços do futuro Porto Seco da Guarda acabam por realçar a importância do desenvolvimento destas infraestruturas em território nacional. Um Porto Seco acaba por ser uma localização interna que ajuda a divergir o fluxo de tráfego dos Portos Marítimos, oferencendo uma variedade de serviços logísticos e aumen- tando assim o raio de ação associado ao hinterland do porto, promovendo a eficiência da rede logistica integrante. Utilizou-se dois métodos, uma revisão da literatura que apoiou o enquadramento teó- rico e uma análise bibliométrica e recorreu-se também a entrevistas realizadas a um painel de especialistas do sector, de modo a obter uma visão verídica do sector. Posteriormente realizou-se então uma análise comparativa entre os exemplos Europeus e Portugueses, estudando das suas estruturas de modo a realizar um levantamento de boas práticas e fixar um conceito para a infraestrutura d Porto Seco. Abordando a posição estratégica de Portugal, como plataforma Europeia do Atlântico e, realçando a influência da atualidade geopolítica no sector. Questões foram levantadas como a definição de um conceito de Porto Seco e os seus serviços inerentes, as diferentes nomenculaturas e taxonomias encontradas ao atravessar diferentes países, entre outras, mas das quais, a de maior relevância será: Que solução trazem estas estruturas como resposta a que necessidades? Algumas destas conseguimos dar resposta na presente dissertação e outras que, devido a limitações, foram apontadas para trabalhos futuros na área como forma de promover a continuidade deste estudo.

The research carried out during this dissertation focused on clarifying the concept of Porto Seco, in terms of infrastructure, functions, services, legislation and sustainability. The lack of general understanding of this infrastructure, both nationally, in the European Union and internationally, is what encouraged the development of this work. The recent advances in the future of Porto Seco da Guarda highlight the importance of developing these infrastructures in the national territory. A Dry Port ends up being an internal location that helps to diverge the traffic flow from Sea Ports, offering a variety of logistical services and thus increasing the radius of action associated with the port’s hinterland, promoting the efficiency of the logistical network integral. Two methods were used, a literature review that supported the theoretical framework and a bibliometric analysis and also interviews carried out with a panel of sector experts, in order to obtain a true view of the sector. Subsequently, a comparative analysis was carried out between the European and Por- tuguese examples, studying their structures in order to carry out a benchmark of good practices and to fix a concept for the Dry Port infrastructure. Addressing Portugal’s strate- gic position, as a European platform in the Atlantic, and highlighting the influence of current geopolitical trends in the sector. Questions were raised such as the definition of a Dry Port concept and its inherent ser- vices, the different nomenclatures and taxonomies found when crossing different coun- tries, among others, but of which, the most relevant will be: What solution do these struc- tures bring in response to what needs? Some of these we were able to answer in this dis- sertation and others that, due to limitations, were highlighted for future work in the area as a way of promoting the continuity of this study.
