My internship at the Permanent Representation of Portugal to the European Union (REPER), which occurred between 15 October 2023 and 15 February 2024, was exclusively focused on supporting the work of the UK and EFTA working groups. These groups shape the EU's policies and positions regarding its relations with the United Kingdom (UK) and the European Free Trade Association (EFTA).
My primary responsibility was to attend meetings of these working groups, take detailed notes of the discussions, and draft accurate reports for submission to the Ministry of Foreign Affairs in Lisbon. These reports were essential tools to inform the Portuguese government about ongoing discussions and decisions.
Under the guidance of Paula Vicente, the Permanent Representative of Portugal to these groups, I gained valuable insights into the dynamics of EU policymaking. This experience significantly improved my understanding of legislative proposals and political strategies shaping EU-UK relations in the post-Brexit context. One of the topics discussed in the UK working group that particularly captured my interest was security and defence cooperation, which inspired the research presented in the second part of this report.
The report is structured in two parts. The first part offers an Overview of the Internship at the Permanent Representation of Portugal to the EU, the functioning and logistics of an EU Council working group, and the tasks performed during the internship. The second part focuses on research into UK-EU security and defence cooperation in the post-Brexit era. Inspired by discussions in the UK working group, the research section examines the current state of UK-EU security and defence cooperation, highlighting areas where collaboration is already taking place and identifying gaps that need to be addressed. To
support my research, I conducted interviews with permanent representatives from three EU member states: France, Estonia, and Germany. Due to confidentiality agreements, the identities of these representatives are not disclosed in this report.
