This paper proposes to study the impact of the return to the public sphere of three PPP Portuguese
hospitals on their performance, evaluated over a range of efficacy indicators. We find that results
vary according to the PPP under consideration, with Loures tending towards a decline in
performance post-PPP period, Braga presenting a more favourable conjecture and Vila Franca
de Xira displaying more ambiguous and less pronounced results. Timing of contract termination,
geographical location, staff’s relationship with the PPP institution and private group, and public
perception, among others, are likely playing a role in explaining the contrasting outcomes.
