This Policy Analysis Project (PAP) comprehensively assesses the opportunities and challenges of the Portuguese start-up ecosystem. It employs a combination of qualitative and quantitative research methods to study the role of the Portuguese public sector to support entrepreneurship. Chapter one sets the context, defines the problems and explains the theoretical framework that underpins innovation and entrepreneurship in European and Portuguese policies. The subsequent chapters analyse the ecosystem’s dynamics and vibrancy, factors that contribute to start-up success, the evolution and impact of unicorns and R&D investment, while scrutinising the role of government incentives and discussing policy implications.pt_PT
