Nações e Legitimidade Internacional: a Ucrânia e a Rússia

Abstract

O século XXI, apesar da globalização, viu um ressurgir mais vigoroso e claro dos nacionalismos na sociedade internacional, acentuado no contexto da presente Guerra entre a Ucrânia e a Rússia, em que temos a primeira a afirmar, de forma mais assertiva, o seu direito a existir na ordem internacional, e a segunda a formar a sua identidade assente numa ideia de uma Rússia cercada e propensa a “reconquistar” território para ultrapassar esse constrangimento. Nesse sentido, o tema da presente dissertação é a atual Guerra entre a Ucrânia e a Rússia, mais concretamente como a questão da nação e do direito histórico de uma nação a existir voltaram à atualidade ocidental e como esta pode influenciar as relações internacionais. Para alcançarmos esse objetivo, iremos dividir a presente dissertação em cinco capítulos, em que os dois primeiros serão dedicados ao enquadramento teórico das Relações Internacionais e do Nacionalismo. O terceiro irá incidir sobre o enquadramento histórico dos dois países, enquanto que os dois últimos irão discorrer sobre a problemática, sugerindo uma conceptualização de “direito histórico” no quarto capítulo, e analisar a dialética das relações russo ucranianas, no quinto. Neste âmbito, iremos recorrer à análise de discurso dos chefes de Estado russo e ucraniano, bem como ao devido enquadramento teórico no âmbito das Relações Internacionais e do Nacionalismo, e histórico, para melhor nos ajudar a compreender a conjuntura que levou à presente guerra.

The 21st century, despite globalization, has seen a more vigorous and clear resurgence of nationalism in the international system, accentuated in the context of the current War between Ukraine and Russia, in which we have the former affirming, more assertively, its right to exist in the international ord er, and the second to form its identity based on the idea of a Russia surrounded and prone to “reconquering” territory to overcome this constraint. In this sense, the theme of this dissertation is the current War between Ukraine and Russia, more specifical ly how the question of the nation and the historical right of a nation to exist have returned to the Western world and how this can influence international relations. To achieve this objective, we will divide this dissertation into five chapters, the first two of which will be dedicated to the theoretical framework of International Relations and Nationalism. The third will focus on the historical framework of the two countries, while the last two will discuss the issue, proposing a conceptualization of “his torical right” in the fourth chapter, and analyzing the dialectics of Russian Ukrainian relations, in the fifth. In this context, we will use the speech analysis of the Russian and Ukrainian heads of state, as well as the appropriate theoretical framework within the scope of International Relations and Nationalism, and history, to better help us understand the situation that led to the present war.
