Relação entre Terrorismo Transnacional e Crime Transnacional Organizado: Reflexões Sobre a Região de Liptako-Gourma (Sahel)

Abstract

Terrorismo e crime organizado como fenómenos inteiramente distintos é um paradigma do passado. Tradicionalmente separados pela incompatibilidade das suas motivações motrizes, a realidade contemporânea aponta para uma progressiva convergência e interseção dos fenómenos, desafiando as suas fronteiras concetuais. As suas ameaças são reais e possuem fortes implicações securitárias no âmbito das Relações Internacionais. O “nexo crime-terror” emergiu como uma área de estudo interdisciplinar, dedicada a compreender as suas propriedades e fornecer respostas às suas manifestações emergentes interconectadas. A região transfronteiriça de Liptako-Gourma, no Sahel, é um exemplo crítico desse entrelaçamento, onde uma combinação de desafios de desenvolvimento, instabilidade política, corrupção, decomposição da autoridade dos Estados, economias informais e descontentamento social, cria um ambiente propício à sua proliferação. A presente dissertação procura compreender a relação entre terrorismo transnacional e crime transnacional organizado (CTO), e quais as suas configurações no contexto regional de Liptako-Gourma. Para tal, numa primeira parte, procura-se inicialmente retratar a trajetória evolutiva e características contemporâneas de ambos os fenómenos, atendendo à sua natureza transnacional. De seguida, procede-se a uma revisão da literatura acerca da sua relação à luz das correntes teóricas do “nexo crime-terror”. Numa segunda parte, começa-se por introduzir a região do Sahel, com particular foco nos desafios e ameaças regionais. Posteriormente, define-se o contexto concreto de estudo, seus atores e respetivas atividades, finalizando com a aplicação do modelo de análise e interpretação dos resultados obtidos. O estudo conclui que distinções rígidas entre terrorismo e crime organizado nem sempre são aplicáveis, e aponta para a necessidade em se adotar abordagens multidimensionais e holísticas na formulação de políticas e estratégias de segurança, ajustadas às realidades locais, a fim de mitigar eficazmente as suas ameaças na região de Liptako-Gourma e além.

Terrorism and organized crime as entirely distinct phenomena are a paradigm of the past. Traditionally separated by the incompatibility of their driving motivations, contemporary reality suggests a progressive convergence and intersection of these phenomena, challenging their conceptual boundaries. Their threats are real, carrying profound security implications within the scope of International Relations. The “crime-terror nexus” has emerged as an interdisciplinary area of study dedicated to understanding their properties and providing responses to their interconnected emerging manifestations. The cross-border region of Liptako-Gourma in the Sahel is a critical example of this intertwining, where a combination of developmental challenges, political instability, corruption, erosion of state authority, informal economies, and social grievance creates a conducive environment for their proliferation. The present dissertation aims to comprehend the relationship between transnational terrorism and transnational organized crime and their configurations in the regional context of Liptako-Gourma. To this end, in the first part, we initially outline the evolutionary trajectory and contemporary characteristics of both phenomena, considering their transnational nature. Afterwards, a literature review is conducted on the relationship between the phenomena in light of theoretical approaches to the “crime-terror nexus”. In the second part, we begin by introducing the Sahel region with a particular focus on regional challenges and threats. Subsequently, the specific context of the study is defined, along with its actors and their respective activities, ending with the application of the analytical model and interpretation of the results obtained. The study concludes that strict distinctions between terrorism and organized crime are not always applicable and highlights the importance of adopting multidimensional and holistic approaches in the formulation of security policies and strategies, aligned with local realities, to effectively mitigate their threats in the Liptako-Gourma region and beyond.
