Fatores que contribuíram para o enfraquecimento de relações entre a Comunidade Andina e a União Europeia (2006-2018)

Abstract

O seguinte trabalho tem como âmbito as relações entre a Comunidade Andina e a União Europeia, tendo em conta o regionalismo e acontecimentos que foram desencadeando ao longo das relações entre a época de fundação da Comunidade Andina até atualidade. Foca-se essencialmente nos acontecimentos desencadeados entre ambos os lados e os diferentes projetos de regionalismo. Partindo da questão do porque das ralações entre os dois blocos terem enfraquecido ao longo dos tempos, este ensaio tem como objetivo mostrar quais os principais motivos que levaram a um enfraquecimento de relações entre as partes. Parece-me um tema de relevo, pois a região da América Latina é uma região sempre marcada pela sua instabilidade política e social. O tema torna-se mais relevante quando observamos que com a não assinatura do acordo de associação as partes tendem a separar-se, sem nunca cortarem os laços. Desde a crise na europa, a viragem de atenções para Ásia e a instabilidade política na zona andina, são tudo contextos, que para ambos os lados, levaram a mudar as suas estratégias de políticas externa. A consequência disso foi um evidente enfraquecimento de ralações entre os dois blocos. Uma relação que foi claramente impulsionada pelo extraordinário sucesso da construção da União Europeia no pós- Segunda Guerra Mundial, teve os seus momentos de evolução até 2008, momento em que os contextos em ambos os lados mudam.

The following work has as its scope the relations between the Andean Community and the European Union, taking into account the regionalism and events that have been unleashed throughout the relations between the founding period of the Andean Community and the present day. It focuses essentially on the events triggered between both sides and the different projects of regionalism. Starting from the question of why the relations between the two blocks have weakened over time, this essay aims to show the main reasons that led to a weakening of relations between the parties. It seems to me to be a relevant issue, as the Latin American region is always marked by political and social instability. The theme becomes more relevant when we observe that, with the non-signing of the association agreement, the parties tend to separate, without ever severing ties. Since the crisis in Europe, the shift of attention to Asia and the political instability in the Andean region, these are all contexts that have led both sides to change their foreign policy strategies. The consequence of this was an evident weakening of relations between the two blocs. A relationship that was clearly boosted by the extraordinary success of the construction of the European Union in the post-Second World War, had its moments of evolution until 2008, when the contexts on both sides changed.
