Execução sistemática do Plano Diretor Municipal através de unidades de execução - Novas centralidades em Sintra

Abstract

O presente relatório foi elaborado no âmbito da componente não letiva do Mestrado em Gestão do Território, especialização em Planeamento e Ordenamento do Território. Na componente não letiva optou-se pelo estágio curricular, que decorreu no Departamento de Planeamento Territorial e Urbano (DPT), no Núcleo de Ordenamento do Território SIG (NOTS), na Direção Municipal de Planeamento e Gestão do Território (DM-PGT), da Câmara Municipal de Sintra (CMS), entre outubro de 2021 e abril de 2022. Os objetivos do mesmo passam pela execução sistemática do PDM através do contributo na elaboração de propostas de unidades de execução (UE) como forma de criar ou reforçar centralidades no município de Sintra. A base metodológica passou essencialmente pela pesquisa bibliográfica, análise de documentos elaborados pelo Núcleo de Ordenamento do Território e SIG (NOTS) importantes para a perceção do tema, e ainda o estudo de dois casos análogos ao tema, pois à data o município não possui nenhuma unidade de execução (UE) implementada. Em suma, o presente relatório compreende uma base teórica para a melhor compreensão do tema, e a descrição das tarefas realizadas no estágio percebendo o fundamento para a elaboração de propostas de unidades de execução (UE) como forma de execução do PDM através de políticas urbanas integradas.

This report was prepared within the framework of the non-school component – Curricular internship, of the Master's degree in Territory Management of the area of specialization in Planning and Spatial Planning, which took place in the Department of Territorial and Urban Planning (DPT), in the GIS Spatial Planning Center (NOTS), from now on referred to as NOTS that are part of the Municipal Department of Planning and Management of the Territory (DM-PGT), of the Municipality of Sintra, from now on called CMS, between October 2021 and April 2022. Its objectives include the systematic implementation of the PDM by contributing to the elaboration of proposals for implementation units (UE) as a way of creating or reinforcing centralities in the municipality of Sintra.The methodological basis went essentially through bibliographic research, analysis of documents produced by the Centre for Spatial Planning and GIS (NOTS) important for the perception of the theme, and also the study of two cases analogous to the theme, because to date, the municipality has no execution units (UE) implemented. In short, this report comprises a theoretical basis for a better understanding of the theme, and the description of the tasks carried out in the internship realizing the basis for the elaboration of proposals for execution units (UE) as a way to implement the PDM through integrated urban policies.
