A crise migratória de 2015 e a securitização das migrações irregulares na União Europeia

Abstract

Nas décadas recentes, a natureza dos fluxos migratórios tem vindo a alterar-se, acompanhando as alterações económicas, sociais, culturais, políticas e climáticas que ocorrem a nível regional e internacional. O aumento dos fluxos migratórios em direção à União Europeia entre, sensivelmente, 2014 e 2016 teve como principais elementos espoletantes vários conflitos no Médio Oriente, nomeadamente a guerra civil síria. Com cerca de 1,3 milhões de pedidos de asilo registados na União em 2015, a dimensão dos fluxos com destino ao espaço europeu representou um grande desafio geopolítico para os dirigentes da UE e dos seus Estados-membros, contribuindo para alterar a perceção securitária das migrações irregulares. Assim, a presente dissertação ambiciona entender de que modo a crise migratória com pico em 2015 influenciou a tendência de securitização das migrações irregulares na União Europeia. Amplamente trabalhada desde 2015, a crise migratória tem vindo a ser analisada maioritariamente no que toca à sua posterioridade. Esta dissertação almeja, ao invés, observar os momentos antes e depois da crise migratória, compreendendo o período de 2010 a 2020. Através de uma análise temática de documentos anteriores e posteriores à crise, aferir-se-á de que modo esta afetou a securitização das migrações irregulares na União Europeia e em quatro dos seus Estados-membros – a Alemanha, a Dinamarca, a Espanha e a Hungria. Concluir-se-á que a crise migratória contribuiu para uma densificação da securitização das migrações irregulares quer na União Europeia, quer nos Estados-membros selecionados. O período de grande aumento dos fluxos migratórios em direção ao espaço da União Europeia conduziu, de modo geral, a um tratamento securitário acrescido dos fluxos em questão, com maior expressão nos Estados-membros.

In recent decades, the nature of migratory flows has been changing, following the economic, social, cultural, political, and climatic changes that occur at regional and international levels. The increase in migratory flows towards the European Union between roughly 2014 and 2016 has had as main triggers several conflicts in the Middle East, namely the Syrian civil war. With about 1.3 million asylum requests registered in the Union in 2015, the scale of flows to the European space represents a major geopolitical challenge for the leaders of the EU and its Member States, contributing to change in the security perception of irregular migration. Thus, this dissertation aims to understand how the migratory crisis that peaked in 2015 influenced the trend of securitization of irregular migration in the European Union. Widely worked since 2015, the migration crisis has been analysed mostly in regard to its posteriority. Instead, this dissertation aims to observe the moments before and after the migration crisis, covering the period from 2010 to 2020. Through a thematic analysis of documents before and after the migration crisis, it will be assessed how this event changed the securitization of irregular migration in the European Union and in four of its Member States – Germany, Denmark, Spain, and Hungary. It will be concluded that the migration crisis contributed to a densification of the securitization of irregular migration both in the European Union and in its selected Member States. The period of great rise in migratory flows towards the European Union space led, in general, to an increased security treatment of the flows in question, with greater expression in the Member States.
