Funcionários independentes, honestos e prestigiados, porque assim o exige uma sã burocracia

Abstract

Entre as décadas de 1930 e 1960, a relação entre o grau de eficiência da Administração Pública e a situação económica e social dos servidores do Estado encontra-se bastante presente ao nível da Assembleia Nacional e da Câmara Corporativa. Às características que o funcionalismo público apresentava, aliava-se o aumento da atração que o setor privado exercia em termos de melhores remunerações e benefícios sociais. Neste contexto, aumentar a eficácia da Administração Pública passava por melhorar a situação económica e social dos funcionários públicos.Não obstante alguns discursos defenderem a reforma administrativa como caminho para esta melhoria, torna-se visível que o Estado privilegiou soluções de caráter social. Um processo que conduziria a melhorias concretas, apesar de insuficientes, na vida de uma parte relevante do funcionalismo público, criando lógicas que acabariam por ser prosseguidas após a Revolução de 1974 e que, muitas das vezes, são unicamente conotadas com o período democrático. From 1930 to 1967, the links between the Public Administration’s efficiency and the economic and social conditions of the Civil Servants are often discussed at the Portuguese “Assembleia Nacional” and “Câmara Corporativa”. Most of the debates regarding the subject focus on the main characteristics of the Civil Service. But they also focus on the growing attraction of the private sector, with its higher wages and better social benefits. It is, then, assumed that to increase the effectiveness of Public Administration, it is necessary to improve the economic and social conditions of the Civil Servants.Although some speeches also defend administrative reform as a path to achieve this improvement, it becomes clear that “Estado Novo” privileged social solutions. These solutions would lead to some enhancements in the life of the Civil Servants that were also pursued after the Revolution of 1974 and that are, even nowadays, mainly seen as Democratic achievement.
