In 2003, the government from Durão Barroso appointed João Talone as chairman of the executive committee of Energias de Portugal (EDP), the Portuguese power utility, handing him the task of rethinking the entire business strategy for the energy sector.
One of his first priorities was to establish a Risk Management Department, "essential in a company with EDP's dimension and importance".
