Os impactos da COVID-19 no acesso à saúde em Portugal

| dc.description.abstract | A segunda vaga da pandemia da COVID-19 começou sensivelmente em meados do outono de 2020. Entre outros impactos significativos que a pandemia provocou na saúde das populações, foram observados sinais de alerta que indicavam que a capacidade de resposta do sistema nacional de saúde tinha atingido o limite. Os pacientes passaram a ser divididos entre “pacientes COVID” e “pacientes não-COVID”, e estes últimos viram serem perturbados as suas rotinas de tratamento e o seu acesso aos cuidados em favor dos primeiros. Os serviços de internamento encontravam-se esgotados ou perto disso. Os administradores dos hospitais e dos centros de saúde reclamavam por mais condições. Os profissionais de saúde estavam exaustos. O objetivo desta apresentação é cartografar as perturbações provocadas pela segunda vaga da pandemia da COVID-19 nos cuidados de saúde em Portugal. Partindo de uma breve contextualização da emergência e da evolução desta nova vaga, descreve-se as relações de força entre pontos de concentração de informação relativa às condições de acesso aos cuidados de saúde e releva-se o seu significado conforme ele é construído e divulgado pelos principais agentes envolvidos na gestão oficial e formal da resposta à COVID-19. Para o efeito, são resumidos os comunicados e os depoimentos recolhidos nos principais órgãos de divulgação de informação sobre a pandemia – sítios oficiais da Direção-Geral de Saúde e do Governo e de ordens dos profissionais de saúde e de associações de doentes – e nos meios de comunicação social. The second wave of the COVID-19 pandemic started noticeably in the middle of autumn 2020. Among other significant impacts that the pandemic has had on the health of populations, warning signs have been observed that indicate that the national health system's response capacity has reached the limit. Patients were divided into “COVID patients” and “non-COVID patients”, and the latter saw their treatment routines and access to care being disrupted in favour of the former. Inpatient services are(were) filled out or close to that. The administrators of hospitals and health centres complain(ed) for more conditions. Health professionals are(were) exhausted. The purpose of this presentation is to map the disturbances caused by the second wave of the COVID-19 pandemic in healthcare in Portugal. Starting from a brief contextualization of the emergence and the evolution of this new wave, the power relations between points of concentration of information regarding the conditions of access to health care are described and its meaning is highlighted as it is constructed and disseminated by the main agents involved in the official and formal management of the response to COVID-19. To this end, the communications and statements collected in the main bodies for disseminating information about the pandemic – official sites of the General Directorate for Health, of the Government, and of health professionals and patient associations – and in the media are summarized. | en |
