Strengthening participation mechanisms to support sustainability governance presents a growing challenge for municipalities, particularly in the context of fragmented information flows. This thesis investigates how a digital participation platform can support coordination and
participation within Porto’s sustainability governance. Commissioned by the Municipality of Porto, the study integrates literature analysis, municipal consultations, a user survey, benchmarking and prototype testing. The findings inform the development of a stakeholder
engagement strategy, platform architecture and core functionalities, explored through an interactive prototype. The thesis concludes with an outreach strategy, key performance indicators, policy recommendations and an implementation roadmap to assess platform effectiveness and long-term institutional integration
