Data Governance: Model for Portuguese Navy on a data-centric Platform

In the current era of digital transformation and data proliferation, the ability of public and military institutions to effectively manage data has become a strategic imperative. The Portuguese Navy, like many defense organizations, faces increasing challenges in ensuring data accuracy, accessibility and security, but currently lacks a formal data governance framework. This project proposes the development of a centralized data governance model tailored to the operational, regulatory and technological requirements of the Portuguese Navy. Based on leading frameworks such as DAMA-DMBOK (DAMA International, 2017), COBIT 5 (ISACA, 2012), and the NIST Cybersecurity Framework (NIST CSWP 29, 2024), this study uses a mixed-methods, project-based research approach. A systematic literature review (SLR) conducted using the PRISMA methodology (Moher et al., 2009) guided the selection of best practices, critical success factors, and model components. The research includes an As-Is diagnosis of the Navy's current data landscape and a To-Be proposal for centralized governance architecture, designed and simulated using NocoDB. Key findings indicate that a hybrid governance model (Zhu et al., 2023), a modular data platform (Nadal et al., 2022), and strong data stewardship practices (Duzha et al., 2023) are most effective in addressing data fragmentation and ensuring long-term sustainability. The resulting model emphasizes data quality, policy compliance and security, while proposing clear roles, processes and KPIs for governance oversight. Ultimately, this work contributes both practically and academically by providing a replicable governance model for military environments and supporting the Portuguese Navy's evolution towards a data-centric organization. Furthermore, the research fills a gap in the literature on governance practices in defense environments and provides a basis for future implementation and cross-sector adaptation.
