RESUMO - A utilização de argumentos económicos para a justificação
da adopção de novas tecnologias no sector da saúde tem
vindo a generalizar-se nos países mais desenvolvidos, especialmente
no sector dos medicamentos. Contudo, não tem
existido uma grande preocupação em analisar se os resultados
evidenciados por estes estudos têm tido impacto efectivo
na decisão. Neste artigo, com base nas respostas a
questionários enviados a médicos e administradores hospitalares
e a entrevistas semiestruturadas efectuadas a decisores
institucionais, pretende-se identificar não só se estes
grupos profissionais são receptivos à utilização de estudos
de avaliação económica aquando da tomada de decisões
sobre a adopção de inovações tecnológicas como quais consideram
ser as principais barreiras a esta utilização em
Portugal. Igualmente, identificam-se as iniciativas prioritárias
a desenvolver de forma que a abordagem económica
seja cada vez mais utilizada neste âmbito.
ABSTRACT - The use of economic arguments to base decisions on the adoption of new technologies in the health care sector has been growing in developed countries, especially in the pharmaceutical sector. However, there is a lack of studies analysing the impact of results of economic assessments on decision-making. In this paper, based on a postal questionnaire surveys of doctors and hospital administrators and on a semi-structured survey of institutional decision-makers, we try to identify not only if these groups are receptive to the use of economic evaluation studies when deciding on the adoption of technological innovations, but also which factors they consider to be the main barriers to the use of study results in Portugal. Also, we list the most important inniciatives to be undertaken in order to increase the use of the economic approach in decision-making.
