In 2022, a major South Korean ISP imposed discriminatory network usage fees on Twitch due to excessive traffic. In response, Twitch implemented a policy to reduce service quality, impacting user engagement. This study examines the effects of this policy on Twitch's platform and its broader digital ecosystem. Three analyses were conducted, revealing significant consequences on content creator activity and user engagement. Key metrics such as watch time and viewership saw substantial declines, which had ripple effects on other metrics, such as reviews on Steam DB. These findings highlight the interconnectedness of digital ecosystems and the broader implications of discriminatory network policies.
