RESUMO: Esta investigação tem o objetivo de identificar e caracterizar os determinantes do processo de
tomada de decisões e desenvolvimento de políticas públicas relacionadas com os Problemas Ligados ao Álcool (PLA) em Portugal. Pretende-se dessa forma contribuir para a construção de uma estratégia de Saúde Pública mais adequada a esse processo em Portugal. O desenho da investigação considera a evolução das políticas do álcool durante os últimos anos em Portugal, a partir da ação abrangida pelos planos nacionais desenvolvidos – Plano de Acão Contra o Alcoolismo (PACA), e Plano Nacional para a Redução dos Problemas Ligados ao Álcool (PNRPLA). Este estudo considera o desenvolvimento dessas políticas no seu período de influência (1999-2013). A sua estrutura está baseada na cronologia dos acontecimentos e o seu foco corresponde ao processo das políticas do álcool, incluindo a participação dos organismos e atores sociais envolvidos. A metodologia utilizada ao longo da investigação é eminentemente qualitativa, envolvendo diversas fontes de informação e estratégias de recolha de dados, que diferem de acordo com as fontes em causa. Durante a investigação foram consultados documentos públicos, inquéritos
epidemiológicos, relatórios, documentos de trabalho e de arquivos da esfera da governação e da administração pública de saúde, arquivos dos meios de comunicação social e informação recolhida de diversos atores socias envolvidos nas políticas do álcool através de inquéritos. Todos os dados foram categorizados e contextualizados com base na cronologia dos acontecimentos e do processo das políticas do álcool. Foi utilizado um modelo lógico baseado no processo das políticas do álcool para a análise da informação obtida e integração dos resultados.
ABSTRACT: This study aims to assess and characterize the determinants of decision-making and development of public health policies in Portugal regarding the Alcohol Problems. Thus, it aims to better understand the policy-making process, in order to achieve an effective public health strategy in Portugal. This research depicts the development of alcohol policies in Portugal emerging from the national plans, respectively: the Action Plan Against Alcoholism (PACA) and the National Plan for the Reduction of Alcohol Problems (PNRPLA). The study considers these policies time-effect (1999 to 2013). The research structure is based on the events chronology and focus on the alcohol policymaking process, including the engagement and participation of organizations and stakeholders. A qualitative methodology approach was adopted, using different sources of information and data collection strategies accordingly to the primary sources. Research analysis focused on public documents, epidemiological surveys and reports; working papers, governance and public health administration archives; media archives; as well as information gathered from the alcohol-policy stakeholders through surveys. All data were categorized and contextualized based on events chronology and the alcohol policy-making process. Document analysis and interpretation followed a logical model aiming at analysis of the available information and integration of the results.
