Este trabalho aborda o fenômeno catalisador do sentimento de (in)segurança na sociedade global e de risco. Diante da radicalização virtual terrorista e a partir de estudo de caso do Brasil, busca-se avaliar a possível aplicação da Teoria da Dissuasão, estratégia largamente utilizada ao longo da Guerra Fria e que pontuou as atividades estatais no campo da inteligência e das relações internacionais. Analisando os conceitos da teoria, e a partir da casuística de recente investigação brasileira, busca-se avaliar a utilização e a divulgação de
ações policiais de cunho contraterrorista, como forma de dissuadir ou de prevenir segmentos sujeitos ao “encantamento do terror” propagado pela internet. Pretende-se analisar a possibilidade de a Inteligência Policial ser manejada na esfera de uma preventiva contranarrativa estatal ao terror, por meio de uma matriz comunicacional moderna, efetiva e garantidora da prestação social protetiva de garantia de direitos fundamentais.
This PhD thesis addresses the phenomenon that catalyzes the feeling of (in)security in the global and risk society. In the face of virtual terrorist radicalization and based on a case study of Brazil, we seek to evaluate the possible application of the Deterrence Theory, a widely strategy used during the Cold War which punctuated state activities in the field of intelligence and international relations. By analyzing theortical concepts, and based on the casuistry of a recent Brazilian investigation, we seek to evaluate the use and dissemination of the counterterrorist police actions, as a way to dissuade or prevent individuals subject to the "terror enchantment" propagated by the internet. We intend to analyze the possible use of Police Intelligence to be handled in the sphere of a preventive state counter-narrative to terror, through of a modern, effective and communicational matrix which guarantees the protection of fundamental rights.
