What role should Southern Europe play after the pandemic and the war in Ukraine?

Relations between southern European member states have often been marked by a loose cooperation or, worse, by logics of competition. Precisely when regional groupings within the EU are increasingly shaping the agenda, these dynamics have hindered the capacity of France, Greece, Italy, Portugal and Spain to pursue shared interests and objectives, while acting as a force for good for the European integration project. Recent events such as the post-pandemic recovery or the war in Ukraine show that, when cooperation occurs, positive results can be achieved. Southern member states can capitalise on a certain ideological affinity and a pro-European vision, despite their governments belonging to different political groups. They share converging interests in the areas of fiscal policy and economic governance, strategic autonomy in energy and technology and even foreign policy priorities, particularly towards the Mediterranean and relations with other global powers. This joint publication by six southern European think tanks identifies several policy areas for fruitful cooperation between southern European member states.

O medo existencial no percurso hegemónico dos Estados Unidos da América

Os Estados Unidos da América procuram, desde a sua fundação, garantias de segurança absoluta, respondendo a diferentes ameaças, independentemente da distribuição de poder no sistema internacional. Mas subsiste um paradoxo na forma como a grande potência norte-americana configura essas ameaças, definindo-as como existenciais mesmo que assimétricas. Argumenta-se neste artigo que a narrativa estratégica, que pode ser encontrada na história dos Estados Unidos, mas estruturada e institucionalizada multidimensionalmente pela Administração Truman face à União das Repúblicas Socialistas Soviéticas, define respostas posteriores, em ambientes pré-conflituais, como nos casos em análise: Iraque (1990), Afeganistão e Iraque (2001-2003). Pretende-se contribuir para uma nova leitura sobre essa narrativa e as suas consequências, através da teoria da gestão do terror.
As razões do poder material e do poder normativo na política internacional

Este artigo propõe uma teorização sobre a dinâmica das razões de poder material e de poder normativo na política internacional para explicar a questão timorense. O artigo compara dois momentos decisivos: primeiro, a fase inicial da anexação indonésia e o nascimento da questão internacional de Timor; depois, a fase final da sua resolução, o processo de apoio da Organização das Nações Unidas (ONU), de Portugal e de outros atores no nascimento do Estado de Timor- -Leste. O artigo demonstra que, em 1975, os atores não tiverem em consi- deração as razões normativas. Contra- riamente, a partir de 1999, os atores foram socializados a considerarem a ilegitimidade da anexação indonésia e a decidirem em conformidade com as normas internacionais. This article proposes a theorization on the dynamics of material power and normative power reasons in international politics to explain the East Timorese question. The article compares two decisive moments, firstly, the initial phase of the Indonesian annexation and the birth of the international question of Timor; secondly, the final phase of its resolution and the birth of the East Timor state, supported by the United Nations (un), Portugal, and other actors. The article shows that, in 1975, the actors did not consider the normative reasons. On the contrary, from 1999 onwards, actors were socialized to consider the illegitimacy of the Indonesian annexation and to decide following international norms.
The politics of pro-outsider labour market reforms

Over the past decades, the level of regulation of fixed-term contracts has been in flux. Many reforms deregulating these contracts were followed by a regulatory countertrend, a puzzling finding considering influential theoretical expectations like the ones developed by the dualization and liberalization literatures. This paper draws on the comparative employment relations and comparative political economy literatures to identify the drivers of pro-outsider reforms. Furthermore, it develops an innovative argument claiming that governments may rely on support from a ‘domestic coalition’ including workers in permanent contracts, or they can leverage the European link to support their intention of conducting a pro-outsider reform. Each of these paths relies on the assemblage of distinct pro-reform coalitions of policy actors. To test our argument, the paper uses fsQCA. We compare 38 reforms enacted in 16 European countries between 1985–2019. After the fsQCA analysis, we conduct a qualitative discussion of the different paths.
