Sustainable post-crisis food systems

The central argument of the present paper is that Urban Agriculture in Portugal is a growing field that has been largely expanding as a result of the effects of the 2008 socio-economic crisis. In addition to a fair number of allotments promoted by some municipalities and institutions, a significant number of short food chains initiatives that share in common the values of the social and solidarity economy are consolidating in a post-crisis scenario, despite the lack of a most needed facilitating public policy. Such initiatives are paving the way to shift from Urban Agriculture as an answer to the effects of the crisis, in the European peripheries, towards a full fledge postcrisis emergent sector. In summary those innovative initiatives can contribute to establish positive bridges to re-search and exchange on how public policies could contribute to building better food systems in Europe.
Mapping urban agriculture in Portugal

A significant sample of twenty-nine Portuguese urban agriculture (UA) initiatives is analysed in this article. It argues that emerging initiatives are relevant for shifting from a post-crisis approach to one that is more developmental. This multi-level analysis finds that UA in Portugal: embraces allotment gardens, urban farms and short food chains; deals primarily with vegetables and fruit; takes place predominantly on public and institutional land; and is championed by municipalities and to a lesser extent by civil society initiatives. UA is predominantly a metropolitan phenomenon. Furthermore, activities are organised around three pillars: production of food; simple processing and distribution; and a significant set of capacity building and training activities. UA is recent phenomena in Portugal, and it has expanded quickly since the 2008 economic crisis. The paper explores in-depth four innovative short food chains from the sample of initiatives. They are led by young entrepreneurs, make positive use of social networks, are committed to social and economic values, and expanded successfully in generating jobs at the time of the crisis. These examples strongly suggest that UA social economy enterprises are a driving force behind integrated sustainable development approaches in European cities, if and when supported by public policies.
Agricultura urbana, espaço de protagonismo feminino

Argumenta-se que a agricultura urbana é uma prática onde a mulher é protagonista. Considerou-se um conjunto de hortas em Viena e Lisboa e 29 experiências relevantes em Portugal para testar o argumento. Os resultados demonstram uma evolução favorável à maior presença das mulheres nas hortas; uma hegemonia das mulheres no conjunto de práticas analisadas, seja como gestoras, seja como dinamizadoras dos processos; a emergência das mulheres nos projetos de empreendedorismo social. Em conclusão, reclama-se que o protagonismo das mulheres deve ser reconhecido e canalizado para a dinamização da economia nacional, através de políticas públicas. (Eng.) In order to verify the argument a set of gardens in Vienna and Lisbon plus 29 relevant experiences in Portugal were used. The results show that woman presence in the gardens has space to increase; women are in hegemony as process managers; women are leading social entrepreneurship projects. In conclusion, we claim that women protagonist role should be visible, and supported by public policies in order to promote the national economy in a fair and sustainable way. Contributo para o estado da arte da agricultura urbana (e periurbana) em Portugal

Apresentam-se os resultados preliminares do estado da arte da Agricultura Urbana e Periurbana [AUP] em Portugal1. Argumenta-se que a AUP em Portugal está focalizada principalmente no componente produção e que a sua ligação às restantes componentes do sistema urbano são ainda limitadas. Para fundamentar o argumento apresentam-se e analisam-se várias definições internacionais na sua evolução de conteúdo ao longo do tempo. Esta análise é complementada com duas pesquisas adicionais que fazem parte de uma investigação ampla que incluí: (1) entrevista de informantes privilegiados; (2) pesquisa web baseada em palavras-chave. Os restantes métodos de pesquisa incluem inter alia: revisão da literatura; visitas a um conjunto selecionado de programas e práticas de uma lista extensa de casos identificados; conhecimento e rede de saberes; participação em eventos; categorização das melhores práticas identificadas pelo grupo de informantes privilegiados. O processamento da informação obtida através das entrevistas aos informantes privilegiados sugere que a AUP é essencialmente associada a hortas urbanas vocacionadas para a inclusão social, suportada no uso de terra maioritariamente pública. O impacto da AUP na cadeia alimentar urbana apresenta-se ainda pouco desenvolvido. A AUP em Portugal manifesta-se fundamentalmente nas dimensões social e ecológica. Contudo, a pesquisa web mostra uma panorâmica muito mais vasta correspondente às várias componentes da cadeia urbana alimentar. Ou seja, abrem-se interessantes perspetivas para a gestão da AUP como parte do sistema alimentar urbano, à semelhança do que está a ocorrer em várias cidades no mundo. Em síntese, as conclusões preliminares apontam para a necessidade de clarificar o conceito de AUP entre todos os atores envolvidos. Evidenciam também que a AUP é um setor promissor e emergente, que reclama terra e espaço nas cidades e periferias Portuguesas, de modo a gerar emprego e desenvolvimento económico local, para além do bem-estar social e contributo ecológico. This paper presents preliminary results of Urban and Peri-urban Agriculture [UPA] state of the art in Portugal. It is argued that the UPA in Portugal is mainly focused on the production segment and that its link to the remaining urban food system is still limited. In order to justify the argument, several international definitions are presented and analyzed. This study is complemented by two additional researches that are part of a broad investigation, counting: (1) Key-actors interview; (2) keyword web research. The other elements of the research include, inter alia: literature review; field visits of selected programs and projects from a long list of identified cases; knowledge and web networking; participation in events; categorization of best-practices experiences identified by a set of key actors. The processing of information obtained through key-ators interviews suggests that UPA is essentially associated with community gardens, geared towards social inclusion and mostly using public land. The UPA impact on the urban food chain is still weakly developed. In addition Portuguese UPA is fundamentally embedded on the social and ecological dimensions. However, web research shows a much wider picture, including all the segments of the food chain, confirming that UPA as part of the urban food system is emerging, alike other world cities. In conclusion, preliminary findings indicate the need to clarify the concept of UPA among all actors involved. Also confirms that UPA is a promising and emerging sector, claiming land and space in cities and fringes, in order to generate local economy, in addition to its social and ecological inputs.
