  • Quem governa o mundo

    Who rules the world? During the cold war, the answer was simple: the States, the superpowers, the United States and the Soviet Union. In the immediate post cold war, the answer was still possible: were no longer two, but one hegemonic power. It was the unipolar moment of the American Empire. But, today, who runs the real world? The established global powers or the emerging regional powers? The global finance or the social networks? The global media chains or the terrorist networks? The answer is, today, a lot harder. This article attempts an answer at the crossroads of two simultaneous but conflicting trends: the logic of globalization and the logic of Westphalia. And argues that the fundamental contradiction between the political players who have legitimacy but not the ability to manage global issues and the players of globalization who have the ability but lack legitimacy Quem governa o mundo? Durante a Guerra Fria a resposta era simples: os Estados, as superpotências, os Estados Unidos e a União Soviética. No imediato pós Guerra Fria, a resposta ainda era possível: já não eram duas, mas uma só potência hegemónica. É o momento unipolar do Império americano. Mas, hoje, quem comanda, verdadeiramente, o mundo? As potências globais estabelecidas ou as potências regionais emergentes? A finança global ou as redes sociais? As cadeias de media global ou as redes terroristas? A resposta é, hoje, muito mais difícil. Este artigo procura-a no cruzamento de duas lógicas simultâneas mas contraditórias: a lógica da globalização e a lógica de Vestefália. E argumenta que a contradição fundamental é entre os agentes políticos que têm legitimidade mas não têm capacidade para gerir as questões globais e os agentes da globalização que têm capacidade mas não têm legitimidade.

  • Ter ou não ter filhos

    Muito se tem dito e escrito sobre a natalidade e a fecundidade em Portugal, um tema sempre presente desde que o país, no quadro europeu, perdeu o já raro traço de ter descendências numerosas e passou a ser, como os restantes no quadro da União Europeia, um país de descendências reduzidas. Na complexa equação sobre a decisão de parentalidade, os contextos em que se nasce e vive podem ser mais ou menos potenciadores da intenção de ter filhos, influenciando as mulheres e os homens nas suas decisões de ter ou não ter filhos. Contudo, essas decisões, que começam por ser um assunto do foro privado e individual, da livre escolha dos casais, não são unicamente reflexo do meio ou das circunstâncias concretas vividas, embora estas possam atenuar ou enfatizar tais desejos e implicar com os momentos de se ter um filho. Existem outras dimensões a considerar, como a vontade de ter ou de não ter filhos, motivo que se destacou no Inquérito à Fecundidade de 2019 (IFEC 2019). Inspirado nos resultados do IFEC 2019, o presente artigo incide sobre a importância desta dimensão – a vontade – nas opções de parentalidade, reflexão que integra duas partes essenciais: uma primeira, em que se discute o argumento da vontade, interrogando os sentidos dessa razão; e, uma segunda, que procede à análise da importância dos factores “vontade” e “constrangimentos socioeconómicos” nas decisões de parentalidade. Much has been said and written about the birth rate and fertility in Portugal, a subject that has always been present since the country, within the European framework, lost the already rare feature of having numerous descendents and became, like the others within the European Union, a country of small descendents. In the complex equation regarding parenthood decisions, the contexts in which one is born and lives may be more or less influential in the intention to have children, influencing women and men in their decisions to have or not to have children. However, these decisions, which start off as a private and individual matter, of free choice for couples, are not only a reflection of the environment or the concrete circumstances experienced, although they may attenuate or emphasise such desires and involve the moments of having a child. There are other dimensions to consider, such as the desire to have or not to have children, a reason that was highlighted in the 2019 Fertility Survey (IFEC 2019). Inspired by the results of IFEC 2019, this article focuses on the importance of this dimension - the will - in parenthood choices, a reflection that integrates two essential parts: a first, in which the argument of will is discussed, questioning the meanings of this reason; and, a second, which proceeds to analyse the importance of the factors "will" and "socioeconomic constraints" in parenthood decisions.

  • The war in History and the History of war

    The historiographic studies of the First World War in the most important syntheses of Portugal history follows pari passu the main historiographic changes during the twentieth century and the Portuguese self-concept as a nation. The historiographic discourse on war reflects the political paths and the impact of the dominant historiographical perspectives. The Estado Novo (1926-74) dictatorship promoted the development of historical studies, especially certain fields and specialties, with emphasis on diplomatic and military history and the history of overseas Portuguese expansion. Both served the interests of the political regime. Our study will start from the History of Portugal called “de Barcelos”, produced in the context of dictatorship (1928-1935), and partly influenced by historic traditional currents, continuing with the analysis of João Ameal synthesis (1940); go forward to the modern syntheses produced in democracy time (António Henrique de Oliveira Marques [1972-74, and José Mattoso [1992-94]), that reflect important changes in the scope of our historiography in general, in the concept of Portugal, and mainly in the visions of Portuguese participation in the Great War. Os modelos de análise historiográficos da I Guerra Mundial nas sínteses da História de Portugal acompanham pari passu as principais mudanças da nossa historiografia ao longo do século XX e do autoconceito de Portugal. Ao longo do século XX, o discurso historiográfico sobre a guerra, sofreu as vicissitudes da política e a influência da alteração das perspetivas historiográficas dominantes. Durante a ditadura do Estado Novo (1926-74) foram, especialmente, desenvolvidos os estudos de determinadas temáticas e especialidades, com destaque para a história diplomática e militar e a história da expansão portuguesa. Uma e outra serviam os interesses que mais aproveitavam ao regime. A nossa análise arrancará da História de Portugal dita “de Barcelos”, inicialmente produzida em contexto de ditadura (1928-1935), e em parte influenciada pelas tradicionais correntes da história, prosseguindo com a análise da síntese de João Ameal (1940); trilhando caminho até às mais recentes sínteses concebidas em tempo de democracia (António Henrique de Oliveira Marques [1972-74], e José Mattoso [1992-94]), que refletem importantes alterações no âmbito da nossa historiografia em geral, no conceito de Portugal, e das visões da participação portuguesa na Grande Guerra em particular.

    This chapter analyses the role played by the anti-apartheid and aniti-european colonialism solidarity norms in forging a regional international society in Africa. This is of particular importance to understanding the trajectory of 'ortuguese Foreign Policy towards Africa as Portugal was the last footprint of European Imperialism in Africa and the solidarity of the newly independent states and of the regional International Organization of the Organization of African Unity with the national liberation movements fighting against portuguese colonialism was key in its emergence. However with the Cold War the solidarism within the african international society waned in face of the alignments with external patrons. O propósito do presente capítulo é compreender a evolução da sociedade internacional africana e as implicações para as relações com atores extra-continentais, mais especifcamente com Portugal. A partir da abordagem da Escola Inglesa de Relações Internacionais o objetivo é perceber de que forma o solidarismo nesta sociedade internacional africana foi variando ao longo de diferentes eras das relações internacionais, e a maneira como tal condicionou ou impeliu a re-aproximação entre Portugal e os Estados soberanos do espaço lusófono. O capítulo argumenta que foi justamente a variabilidade da saliência do solidarismo na sociedade internacional africana que criou margem para essa re-aproximação.
