Existing linear approaches have resulted in fragmented adoption due to systemic barriers and lack of sustainable integration. The proposed 'hammer-throw model' addresses these challenges with a flexible, evolving strategy that emphasizes iterative processes, including contracting, financial incentives, communication and cultural change.
