Through a review of literature, policy analysis, and international examples, it assesses the effectiveness of recent initiatives—such as “Mais Aulas Mais Sucesso”—and proposes three key policy recommendations: using retired teachers as mentors, improving the attractiveness of the teaching profession, and expanding alternative pathways into teaching.
