As políticas territoriais aplicam uma linguagem orientada para o aspeto técnico e deixam os munícipes sem perceber o que significa a informação que lhes é apresentada. Um geoportal para apresentação de políticas territoriais deve cumprir um conjunto de requisitos que permitam fluidez e compreensão da mensagem por parte do recetor. Da análise de um conjunto de websites de PDM dos municípios mais populosos, reuniram-se um conjunto de boas práticas, agregadas em 5 grupos temáticos. || The right to information and the right to participate, in order to be effective, needs to have a clear and multilateral communication. Territorial policies apply a language oriented to the technical aspect and leave the citizens without realizing what the information that is presented to them means. A geoportal for the presentation of territorial policies must meet a set of requirements that allow the receiver to be fluid and understanding of the message.
