O quadro internacional está em alteração, pela dimensão catalisadora do conflito na Ucrânia, pela evolução das ameaças do terrorismo, ciberterrorismo e a guerra híbrida, da crise pandémica à energética e dos desafios como as alterações climáticas, a transição energética, a inteligência artificial e a realidade virtual. No plano macro, o reajustamento do posicionamento dos atores, a definição de estratégias, prioridades e objetivos conduzem a uma mitigação, na qual os estados e organizações procuram a segurança em alianças e parcerias holísticas, com partilha de poder, interesses e recursos comuns. Através da matriz de análise teórica nos diversos debates nas Relações Internacionais, analisamos a segurança interna, as consequências na distribuição dos fundos comunitários e nacionais e de que forma o Sistema de Segurança Interno e as duas maiores forças de seguranças podem adaptar-se e evoluir, perante um panorama e conjuntura mundial de competição por recursos e poderThe International System undergoes an accelerated mutation in recent years in the geopolitical paradigm of world security, in the transition of power between actors and in its repositioning in the international panorama in the post-Cold War period. The international picture is changing, due to the catalyzing dimension of the conflict in Ukraine, the evolution of threats such as terrorism, cyberterrorism and hybrid warfare, the pandemic to energy crisis and challenges such as climate change, energy transition, artificial intelligence and virtual reality. At the macro level, the readjustment of the actors' positioning, the definition of strategies, priorities and objectives lead to mitigation, in which states and organizations seek security in holistic alliances and partnerships, sharing power, interests and common resources.
